Bonus Columns 2023 -2024 active: how to apply

Pronti i contributi per colonnine elettriche installate nel 2022 per privati e condomini. Attivi anche i bonus per il 2023 e 2024 a copertura dell’80% della spesa.

Con una recente comunicazione il Ministero delle Imprese e del Made in Italy (Mimit) ha annunciato la possibilità di fare domanda per ottenere il rimborso dalle 12:00 del 19 ottobre al 2 novembre 2023.

Con la riapertura dello sportello telematico nel 2024 è possibile presentare domanda anche dalle 12:00 del 15 febbraio 2024 alle 12:00 del 14 marzo 2024, per ottenere il contributo per privati e condomini per l’acquisto e l’installazione di infrastrutture per la ricarica dei veicoli alimentati ad energia elettrica.

Beneficiari: chi ha acquistato e installato l’infrastruttura di ricarica nel periodo dal 1 gennaio 2023 al 31 dicembre 2023.

Per le installazioni effettuate nel 2023 è stato possibile richiedere il bonus dal 9 novembre al 23 novembre.

Il decreto attuativo è stato pubblicato il 4 agosto 2023 sulla Gazzetta Ufficiale. Ecco come fare domanda, i requisiti e quali documenti occorrono.

Bonus colonnine elettriche: termini e domande

Come anticipato, le domande per richiedere il Bonus o “Contributo per l’acquisto e l’installazione di infrastrutture di potenza standard per la ricarica dei veicoli alimentati ad energia elettrica, effettuati da utenti domestici” per chi ha già installato nel corso del 2022 colonnine elettriche domestiche dovranno essere effettuate, fino ad esaurimento delle risorse, dal 19 ottobre al 2 novembre.

Sul sito del Mimit si legge che “Le domande di concessione ed erogazione del contributo, che riguardano gli interventi effettuati dal 4 ottobre 2022 al 31 dicembre 2022, possono essere presentate a partire dalle ore 12 del 19 ottobre 2023 e fino alle ore 12 del 2 novembre 2023, utilizzando la piattaforma informatica disponibile online.”

Per le colonnine installate nel corso del 2023 è possibile fare domanda dal 9 al 23 novembre 2023 e dal 5 febbraio 2024 al 14 marzo 2024.

Lo stanziamento complessivo, derivante dai fondi a disposizione del PNRR, è di 40 milioni di euro per il 2022 e di altri 40 milioni per il 2023, di cui potranno disporre sia i privati sia i condomini.

L’incentivo riguarda anche chi ha provveduto a installare le colonnine elettriche nel 2023 e per chi deciderà di installarle nel corso del 2024, con fondi già disponibili tra quelli non utilizzati.

Come funziona il bonus e chi ne ha diritto

Il bonus va a sostituire la precedente detrazione del 50% attuata fino al 2021. Si vanno a coprire, con questo nuovo incentivo, le spese di acquisto delle infrastrutture e di posa in opera riguardanti le stazioni di ricarica per veicoli elettrici.

Per le colonnine installate nel 2022, il rimborso spetta per le spese sostenute dal 04 ottobre al 31 dicembre 2022.

Colonnine di ricarica: a quanto ammonta l’incentivo

La copertura dell’80% delle spese (infrastruttura e posa in opera) non deve superare i seguenti limiti:

• 1.500 euro per ogni per persona fisica che fa richiesta
• 8.000 euro per la posa in opera condominiale riguardante le parti comuni

Tra le spese ammesse quelle per impianti elettrici e i dispositivi di monitoraggio, per la progettazione e la direzione dei lavori, per la sicurezza e i collaudi, i costi per la connessione alla rete elettrica attivate da un nuovo POD – Point Of Delivery.

Riguardo le colonnine e infrastrutture di ricarica, queste devono essere di nuova fabbricazione di potenza standard.

How the contribution works

To qualify for the grant, payments must be traceable and proven, so wire transfers and all credit and debit cards are allowed.

An invoice and statement of account to link the billing to must be attached to the application.

Also needed are a certificate of compliance issued by the installer and in the case of a condominium application a copy of the resolutions approving the expense.

Checks and verifications, not excluding inspections, are planned to verify the veracity of expenditures for the purchase and installation of charging stations.

Bonus columns, how to apply

Applications should be submitted electrically on Invitalia ‘s platform with a notice that the Ministry (Mimit) will issue on its site with access via SPID – Sistema Pubblico D’identità Digitale, CIE – Carta d’Identità Elettronica or CNS – Carta Nazionale dei Servizi.

After logging in, the wizard form must be filled out, and both the application templates and the list of documents to be attached will be available on the site.

Receipt of electric column bonus on CC

The bonus will be awarded according to the chronological order in which applications are submitted.

Beneficiaries can be read within 90 days after the closing of the application deadline with a decree granting and disbursing the grants directly to the bank account indicated in the application.

Electricity column bonus, questions and answers

How much is the contribution?

The bonus for private individuals and condominiums amounts to 40 million euros to be distributed until funds are exhausted for 2022 and another 40 million for 2023, with the goal of realizing by June 30, 2026, the more than 21,000 columns envisioned by the NRP.

What does it consist of?

This is a financial contribution (and not a deduction) that will be credited directly to the bank account of those who book applications having met the requirements.

Who is the bonus aimed at?

To individuals who want to install or have installed during 2022 electric columns in their homes; to condominiums who have installed or will install them in their shared spaces (Articles 1117 and 1117-bis of the Civil Code).

When will the application deadline for the Bonus expire?

For 2022 the application is active from Oct. 19 until Nov. 2, while for 2023 the application deadlines will be announced by Mimit at a later date. For installations made in 2023, the bonus must be claimed from Nov. 9 to Nov. 23.

Bonus charging stations for highways and urban centers

On the Mase – Ministry of Environment and Energy Security, on May 10 notices were published for the submission of projects concerning charging infrastructures on freeways-which concerns an investment of 150 million euros-and urban centers-with 127 million euros, as stipulated by the measures in the PNRR on the development of electric mobility and infrastructure.

The objectives set forth in the NRP concern the installation of:

• 7500 fast-charging points on highways;
• 13000 fast charging points in urban centers; 100 experimental charging stations with storage.

And with three lines of intervention:

• Line A: Installation of rapid charging stations for electric vehicles on suburban roads of at least 175 kW;
• Line B: Installation of fast charging stations for electric vehicles in urban areas of at least 90 kW;
• Line C: installation of pilot charging stations with experimental nature and energy storage.

How to apply

The projects, with the total allocation of 713 million euros, must be submitted by accessing the platform provided by GSE – Gestore dei Servizi Energetici by June 9, 2023. The forecast is for the construction of 2,500 super fast and rapid charging stations for electric vehicles on freeways and about 4,000 on urban streets.

The forms and templates you need to apply can be found in the documents section of the GSE; as mentioned, by June 9 you can access the formats needed to apply.

Below are the notices for both types of allocations:

• Expressways

The goal emphasized by the ministry is to arrive on June 30 with a ready ranking of selected projects and thus give, a concerted boost to the country’s electric mobility.
