Electric vehicle charging stations: how to install them and who to contact

There are 65 million electric vehicle charging stations to be installed by 2035.

This is revealed in a prospectus by Eurelectric-EY, against the projected 130 million electric vehicles.

Since electric vehicles, as revealed by the European Federation for Transport and Environment (T&E) spread almost three times less carbon dioxide on average than combustion vehicles, the latter may no longer be registered by 2035.

According to MOTUS E (the first national association promoting electric mobility) surveys, as of September 2022, electric columns in Italy stand at 32,776.

Spread over about 13,225 publicly accessible locations, charging points since September 2021 have grown by about 32 percent and compared to 2019 by 208 percent.

The prevalence of stations is in northern Italy (57%), central and islands are at 23% and 20% respectively.

The greatest growth in the distribution and installation of charging stations for electric vehicles was recorded mainly in Lombardy, Piedmont, Emilia-Romagna, Lazio and Sicily. Growth is generally in the positive and still affects all Italian regions.

The delays are obvious in relation to the needs of the target automotive market and need to be filled first with “top-down” interventions.

What policy can do for charging stations

While electric car registrations are growing, politics can no longer waste time; according to Eurelectric Secretary Kristian Ruby, the following measures are urgently needed:

• Grid connections and related permits;
• Reduction in charging rates during night hours;
• Digitization of the network to make the service more usable;
• Installation of smart columns, i.e., equipped with an electricity management system (to avoid overloads related to increased demand);
• Integration of energy storage solutions into the charging infrastructure (also to cope with increased demand and higher power).

How to install charging stations

Permits are not needed to carry out the work of installing the columns but, in the case of:

1. Private installation (condominiums, individual buildings, offices, etc.) requires a SCIA (Certification DiInizio Attività – Decree Law of 2012).
2. In the case of public land, however, there needs to be a municipal permit for laying and exploitation, a different process depending on the municipality.

This must be done by first submitting a project; then, the infrastructure must be connected to the distribution network.

Therefore, a “new connection to the electrical distribution network or a modification of the existing connection” is required.

In addition, as stipulated in Legislative Decree 257/2016, the “construction of charging points in buildings and private areas, including those open to public use, remains a free activity not subject to authorization or certified start of activity report.”

Finally, it is a must that the installation be completed by a licensed person who issues a certificate of compliance, in compliance with electrical safety regulations.

This work must be done by a certified electrician because changing the electrical panel and connecting a new line requires a declaration of conformity that can only be issued by licensed personnel.

For proper installation, it is necessary for the power supply system of the column to comply with current regulations and be certified by a licensed professional.
