TV scrapping bonus 2021: what it is and how to apply for it

The TV scrapping bonus is an incentive, introduced by the Decree-Law of May 25, 2021, no. 73 (better known as the “Supports Decree”), aimed at facilitating the replacement of obsolete television sets in preparation for the transition to the new DVB-T2 transmission standard.

The process, also known as “swich off TV,” started in October 2021, when RAI and Mediaset began the gradual transition by broadcasting part of their programs with the new MPEG-4 encoding.

What the TV scrapping bonus consists of

As the “FAQ” section of MISE’s institutional website dedicated to the TV scrapping bonus explains, the incentive consists of “
a discount equal to 20 percent
of the sale price of the TV setup to a maximum of 100 euros.” In addition, the Ministry specifies that one is entitled to only one bonus when only one television set is scrapped, provided that the latter was purchased before Dec. 22, 2018.

Who is eligible for the discount provided by the TV Bonus

The bonus for scrapping an old TV set is in effect until Dec. 31, 2022, and is disbursed to the users residing in Italy in good standing with the payment of the TV fee; the facility is also extended to those who, as of Dec. 31, 2020, have reached or exceeded the age of 75 and, therefore, are exempt from paying the broadcasting service fee.

Unlike the TV Decoder Bonus (We insert the link to our article “New digital TV everything you need to know), introduced by the 2018 Budget Law and still active until the allocated resources are exhausted, the TV Scrapping Bonus (which can be combined with the former) is not conditional on ISEE value and is not extendable to the purchase of terrestrial and satellite decoders.

TV scrapping bonus how to get it

In order to take advantage of the bonus, an old TV set must be scrapped (other receiving equipment, such as decoders and digital terrestrial or satellite, do not qualify for the subsidy). In order to get the discount, simply bring the appliance to be scrapped and a completed self-certification to the store.

This is a form by which the user declares that he or she has handed over his or her appliance, purchased before December 22, 2018, to a municipal WEEE Collection Center or a television equipment retailer, indicating the location of the latter.

A copy of ID and a copy of the Social Security number should be attached to the self-certification, signed by the registrant at the time the old TV was given. If the TV was delivered to a municipal collection center, the self-certification must also be signed by the manager of the center.

In addition, the MISE website further specifies “
the request for the Bonus must be submitted directly to the store, both physical and online
, and the discount is given by the retailer at the same time as the sale of the equipment.” We also learn from the Ministry of Economic Development’s FAQ that the bonus is not retroactive, but it is also possible to take advantage of it by purchasing a product with the discounted price in store.

The models that can be purchased with the TV bonus

By January 2023, TV broadcasts will be implemented exclusively through the new DVBT-2 transmission standard, and as a result, it will be necessary to have the latest generation of TV sets in order to properly receive the TV signal.

But what kind of device should be purchased to comply? To facilitate users, MISE has made available-through its official website-a list showing all models suitable for signal reception with the new MPEG-4 encoding. Regardless of the channel of purchase, it is necessary to check that the technical specifications of the TV include the words “HEVC Main10,” which certifies that the device is compatible with the new TV signal transmission standard.
