Why is it changed?

As a result of the decision by the European Union to allocate the 700MHz band for the exclusive use of mobile phone operators, TV broadcasting facilities will have to abandon MPEG-2 encoding and switch to the new MPEG-4 encoding.

The Mise website reads, in fact:

“The European Community has ordered the transfer of the 700 MHz band to mobile telephony to cope with the exponential growth in demand for mobile data traffic. Consequently, the switch to DVB-T2 is necessary as it will allow TV broadcasters to continue transmitting the same amount of channels, possibly increasing their resolution and quality.”

At the same time, users will have to adapt, equipping themselves with reception equipment (TV, decoder and digital satellite or terrestrial) that is compliant with the new digital terrestrial, based on the DVB-T2 standard. The latter, in fact, can only be received by devices of the latest generation or already equipped with the HEVC Main10 encoding system.

Switch off TV what it is

The gradual transition from the old broadcasting standards to the new digital terrestrial is commonly referred to as the “Switch off.” The transition process has already begun in October 2021 and is expected to be completed by January 2023.

Of course, the transition will be implemented through a series of subsequent steps to enable millions of users to retrofit or replace their TV sets and equip themselves with the technology needed to receive the TV signal emitted according to the new reference standards.

The stages of the TV switch off

The first phase of the TV Switch off has already begun on October 20, 2021, with some broadcasters (led by RAI and Mediaset) voluntarily divesting themselves of MPEG-2 encoding in favor of MPEG-4 encoding on DVBT standards; initiatives of the same kind will be communicated to users later. At this stage, it is not yet necessary to change TV sets or purchase a decoder: it is sufficient for one’s set to be able to receive HD channels (Rai 1 HD and Channel 5 HD) to continue viewing TV broadcasts; alternatively, it is sufficient to have a TV set purchased after December 22, 2018.

Starting in January 2023, the new DVB-T2 standard will be activated nationwide, thus completing the Switch-off procedure, and obsolete equipment will no longer be able to receive the TV signal.

The 2021 TV scrapping bonus: what it consists of

The “Support Decree” introduced the TV Scrapping Bonus, intended to encourage the replacement and disposal of old TV sets and, at the same time, facilitate users’ adaptation to the new transmission standard.

The incentive consists of a 20 percent discount on the sale price (even if already discounted by the seller) of the TV up to a maximum of 100 euros. This facilitation is granted to those who are in good standing with the payment of the television broadcasting subscription fee and deliver, at a point of sale or a municipal WEEE Collection Center, a television purchased before December 22, 2018.

The discount can be combined with the one provided by the Bonus TV Decoder, introduced by the Budget Law 2018, amounting to a discount of up to 30 euros on televisions, decoders, digital terrestrial and satellite (accessible only to those with an ISEE less than or equal to 20,000 euros).

Paraphrasing the Mise Faq:

“The evolution of television broadcasting will enable:

  1. Gain in efficiency in spectrum use;
  2. Less electromagnetic pollution (signal transmission at lower power);
  3. Better audio and video quality for the user, laying the foundation for the evolution to TV 4.0.”

How to fill out the application for Bonus Tv 2021

To access the bonus, one must present at the time of purchase (in-store or online) aself-certification, which can be downloaded as a PDF from the MISE website. The applicant must enter his or her biographical data and state that:

  • The TV (identified by make and model) was purchased before December 22, 2018;
  • The appliance was delivered to a municipal collection center or point of sale, giving the address;
  • It holds a “broadcasting service subscription fee.”

The self-certification must be signed by the WEEE Collection Center attendant or the retailer and accompanied by a copy of the applicant’s ID card and social security number.
