Through this series of measures, efforts have been made to facilitatewomen’s entry into entrepreneurial activity and provide opportunities to develop or consolidate existing businesses.

In economic terms, the measure can be summarized as 200 million euros allocated as follows: 160 from PNRR resources (The National Recovery and Resilience Plan is the plan approved in 2021 by Italy to revive its economy after the COVID-19 pandemic) and 40 from the 2021 budget law.

First and foremost, this has enabled the opening of easily searchable online desks as well as assistance, training and enhancement of entrepreneurial culture for women.

The facilities fit into a social context that is still far from ideal: out of 6 million businesses in Italy, only 1.3 million are led by women and less than 154 thousand are youth businesses, 22 percent and 2.6 percent of the total, respectively.

The latest data collected by Unioncamere’s Observatory on Women’s Entrepreneurship, for November 2021, snapshot slow growth, also influenced by the pandemic with strong roots.

Nearly 24 percent of new businesses led by women, in fact, start as corporations, a more structured type of company than others.

In short, it is worth persevering, and the government decisions are along these lines.

Women’s enterprise fund: detail of facilities

To understand what kind of benefits you can receive, you must first make a distinction about the type of enterprise to which you belong.

If a freelancer wants to embark on a new business venture or has just embarked on one for no more than 12 months, she can submit an investment project ranging up to 250,000 euros.

The grant made available varies according to the size of the project:

• For projects up to 100 thousand euros, the facility covers up to 80 percent of expenses (or up to 90 percent for unemployed women) up to a ceiling of 50 thousand euros;
• For projects up to 250,000 euros, the facility covers 50 percent of expenses, up to a maximum of 125,000 euros.

A total of 47 million euros in resources have been allocated.

Of these, 38.8 million from PNRR resources and 8.2 million from funds allocated by the 2021 budget law.

On the other hand, those who have had an active business for more than 12 months can submit investment projects of up to 400,000 euros to either develop new businesses or expand existing ones.

In both cases, the project, for which there is no minimum investment threshold, must be completed within 24 months.

Who it is for, how to access, timing and deadlines

The Fund was intended to support all women’s businesses, whether already established or yet to be established, regardless of their size.

We can basically define four categories among the possible beneficiaries of the facilities:

1. Cooperatives or partnerships with at least 60 percent women members;
2. Corporations with at least two-thirds of shares and members of the governing bodies being women;
3. Sole proprietorships with female owners;
4. Self-employed women with VAT registration.

Women’s enterprises: how to submit applications

Submission of the application involves two steps:

1. The first of filling in and the next of sending on Invitalia’s online platform.

Please note: for new businesses, the time has already expired: the dead line was set for May 20.

2. For the started enterprises, established for more than 12 months, the compilation was started from 10 a.m. on the May 24, 2022, while submission is possible from 10 a.m. July 7, 2022 by connecting to the reference site and typing in their “application preparation code.”

Requirements for applications

To apply, you must have a digital identity (SPID, CNS, CIE), digital signature and certified e-mail address (CEM).

During the compilation phase, an automatic check is made to the Registrar of Companies to report any incorrect information to be corrected.
