Company bonuses from 2022 to 2031: what they are and how to apply for them

Given the thousands of applications submitted, with the Budget Bill 2022 (Law Dec. 30, 2021, no. 234 a series of bonuses for companies have been extended by the MISE.

The incentives, aimed at the business community, are designed to give support and new life to the productive world in the post-pandemic period.

Today there is the added crisis caused by rising energy costs, which for many entrepreneurs and businesses is becoming less and less sustainable.

Tax credit extended until December 31, 2031

The tax credit is extended until Dec. 31, 2031, but maintained up to 20 percent from 2022.

Credit is provided for the development of enterprises in the field of technological innovation to promote their competitiveness.

Thus, the credit will be disbursed up to 4 million euros (20 percent) by Dec. 31, 2022 and then reduced to 10 percent in the years to come.

How to access it

It is reported in the tax return referring to the tax period in which the expenses were incurred and in those concerning subsequent tax periods until its use ends.

New Sabatini tax break for the purchase of capital goods

About the New Sabatini we have talked in depth here.

What changes is that the measure is extended until 20 27 with about 240 million euros, dropping to 60 million by 2027.

The incentive is aimed at micro, small and medium-sized enterprises in the country, with the exception of insurance and financial companies and“export-related activities and for interventions subject to the preferential use of domestic products over imported products.”

The New Sabatini finances the purchase of computer and technology equipment, including equipment purchased under lease such as:

• Facilities;
• Software;
• Hardware;
• Digital technologies;
• Machinery.

Other new features under the facility are two new lines of intervention(Official Gazette June 16, 2022):

• New Sabatini Green (environmentally sustainable projects);
• New Sabatini South (Companies located in the South).

The incentive is disbursed in a single installment and for loans that do not exceed 20,000 euros; if this amount is exceeded, the loan is prorated.

How to access it

Access to the Nuova Sabatini must be requested through bank financing and intermediary adhering to the agreement between Mise,Abi and Cassa depositi e prestiti S.p.a.

It is then necessary to submit the application and wait for the resolution, which will take into account the presence or absence of the requirements allowed by the incentive.

Once accepted in deliberation, the application is forwarded to MISE, which will assess the availability of funds.

If the outcome is positive, the financial institution to which the application was submitted can then grant the funding.

It means the purchase of capital goods such as machinery and technologies with low environmental impact and aimed at improving the eco-sustainability of production processes and products.

A plant account subsidy is made available by calculating interest of 3.575 percent from MISE.

The MISE is about to put online the terms and procedures for submitting the application on the dedicated platform: Nuova Sabatini Sud; it should be written via the web, at the end you will receive an identification code to check the status/outcome of the application.

Women’s Enterprise Fund

NRP resources include financial support for women’s entrepreneurship Law Dec. 30, 2020, no. 178 , supplemented with new funds (160 million euros).

The measure, which has already been implemented in Budget Law 2021 is called “Inclusion and Cohesion” and provides investment programs for existing women-led businesses and incentives for new women-led businesses .

The expenditure ceiling is 400,000 euros for existing enterprises and 200,000 for new ones, while the financing period of maximum two years.

Requirements:

• Form cooperatives with at least 60 percent women members;
• Establish corporations with at least two-thirds women on the Board of Directors;
• Being sole proprietorships with a woman owner;
• Be a self-employed woman who has opened a VAT number within 60 days of accepting the application.

They fund themselves:

• Non-repayable incentives to strengthen women’s enterprises (enterprises must have been established for at least 36 months);
• Zero-interest or low-interest loans for business start-ups;
• Pathways to technical management assistance for marketng and communication activities (through vouchers);
• Capital investments consistent with national strategic directions (for start-ups and innovative SMEs);
• Non-repayable start-up grants for women’s businesses.

SME Guarantee Fund

These are state guarantees to loans that SMEs apply for, enhanced by the Liquidity Decree decree-law April 8, 2020, no. 23.

The goal is to support SMEs by offering government guarantees to financing provided by banks.

Remaining in the South

As the name implies, Resto al Sud is a package of economic benefits for businesses that decide not to leave the southern and central areas of the country.

It is, moreover, a measure designed to encourage the establishment of new businesses and provides grants of up to 20,000 euros for entrepreneurs aged 18 to 55.

Transaction Plan 4.0

The name Transaction Plan 4.0 refers to a series of tax credits granted by MISE to companies that invest in innovation (Article 1, paragraph 45, of the Budget Law 2022).

All investments aimed at the digital and technological transformation of enterprises are facilitated, including expenditures on

Requirements and conditions

To access the credit, certain rates must be met, adjusted by the ministry and valid until Dec. 21, 2025.

In summary, for tangible capital goods:

• 40% of the share cost in 2022 and 20% from 2023 to 2025 for investments up to 2.5 million;
• 20% of the share cost in 2022 and 10% from 2023 to 2025for investments in the 2.5 to 10 million bracket;
• 10% of the share cost in 2022 and 5% from 2023 to 2025;
• For investments in the 10 to 20 million range.

For intangible capital goods, the credit is given to companies that invest in technologically advanced assets and until June 30, 2026, with different rates decreasing over the years.

Enterprises must be located in the country, regardless of economic sector.

Investments in capital goods, R&D and 4.0 training are favored.

To access it, a technical report must be submitted by an engineer, industrial expert or accredited certification body costing and stating that the assets to be facilitated are included in this list: Annex B, Law Dec. 11, 2016, no. 232.
