Innovative startup requirements 2022

That of innovative startups is a constantly expanding sector, thanks in part to the various incentives arranged by the government to support the development of this type of entrepreneurship.

This trend is confirmed by the statistical report published by the Ministry of Economic Development regarding the last quarter of 2021.

The data, the MISE note points out, “confirm the trend, already recorded throughout the year, of the strong push for innovation in our country.”

The analysis, conducted in collaboration with Unioncamere, InfoCamere and Mediocredito Centrale, shows that “In the fourth quarter of 2021, the number of innovative startups registered in the special section of the Register of Companies was 14,077, with share capital up from the third quarter (+24.5 million euros, +2.68%), averaging about 65,000 euros per company“.

Regarding the territorial distribution of startups, the highest percentage is in Lombardy (26.6 percent with 3,749 companies); followed by Latium (1,700, 12.1 percent) and Campania (1,290, 9.1 percent).

The sector’s growth also benefits from a greater contribution from young people; in fact, in the fourth quarter of 2021, more young entrepreneurs founded an innovative startup (18.8 percent) than those who launched non-innovative companies (15.5 percent).

What is an innovative startup

According to the relevant section of the Companies Registry, innovative startups are “corporations, also established as cooperatives, residing in Italy or another EU member country, provided they have a production facility or branch in Italy” who are exclusively or predominantly engaged in developing, producing and marketing “innovative products or services with high technological value“.

What are the requirements of innovative startups

To qualify for the facilities currently available, a startup must meet a number of very specific requirements, namely:

• Be established no more than 60 months from the date of application for the disbursement of financial resources made available by the various facilitating disciplines (SME fund and Smart&Start);
• Carrying out business activities;
• Have headquarters and prevailing interests in Italy;
• The value of annual production, starting from the second year of operation, must not exceed 5 million euros “asshown in the last approved financial statements within six months after the end of the fiscal year.”
• It does not and has not distributed profits;
• Has as its corporate or main object the development, production and marketing of innovative products or services characterized by high technological value;
• It was not formed as a result of a merger, demerger, or sale of a business unit.

In addition, an innovative startup-according to the relevant regulations-must meet at least one of these three requirements:

• Research and development expenses are more than 15% of the higher value between cost and total value of production;
• Two-thirds of the employed staff (including associates) are master’s or doctoral graduates;
• The startup is the owner, custodian or licensee of at least one industrial property right relating to an industrial invention, biotechnology, semiconductor product, plant variety or software.
